A Tags Tool

A tool that would enable me to see all my tags, add tags to a master list, rename tags, etc. In addition, the ability to select from Community Tags and have them added to MyTags.

Sorting your Library by the "My Tags" column gives you most of this functionality. You can see all your tags and rename tags. To rename a tag, click on it to expand, then select any book that has that tag, and right click on the tag in the Info panel, the option "Rename tag on all resources" on the popup menu is what you want.

The only thing you couldn't do among the tasks you mentioned is "add tags to a master list" but Logos doesn't have the concept of tags existing hypothetically that are not assigned to any book. As soon as you assign a tag to any book, it adds that tag to the list of possible tags that can be applied elsewhere.
