Support GPU Acceleration of h.264 and h.265 on Windows

Currently Proclaim falls back on Windows Media Player for decoding video on Windows. Windows Media Player only supports GPU acceleration for WMV. Proclaim automatically transcodes all uploaded video to MP4 which means that the video files are decoded inefficiently on Windows. Alternatives would be to allow Proclaim to look at alternate video players like VLC, or actually access the binaries of VLC and natively decode the video files instead of relying on a Microsoft product that has not received a meaningful update since 2011.
