Allow user to force Atlas to show a city regardless of zoom level.

A primary reason people open an atlas is to place some location under study in its relation to other areas of interest in Biblical Geography. The importance of the location they are interested in is not a function of it's population or size. But as locations are locked to layers and cannot be displayed when those layers are hidden, this means certain locations can't be examined except at certain zooms. They dissapear when you zoom out in order to get more context. And the placement of locations in layers appear arbitrary.
It's possible to find locations by entering their name (so in some sense it doesn't matter which layer is hiding the location), but then they disappear when you zoom out to get perspective (not just a problem for Jerusalem but any location).
For example, I was wondering where Ziklag is in the list of tribal inheritance and it dissapears when I zoom out to the level I want.
Thus I would like the ability to "mark" a location as being of interest, which would show it in all layers and never hide it. This could be done by, for example, right clicking on the location and specifying "keep in view". Then you can also right click and "remove from view". This would keep the label on the map so I can compare it to other locations even if those are on different layers of the atlas.
