Manually Adjust Background Image Position

Rather than only being allowed to fit our backgrounds to height or width, we should be able to manually adjust them, rather than just fit to top, center, or bottom. Some images guest speakers send us may not fully fit if they have text already made on them.
In the pictures provided, you can see a screenshot of proclaim where it has the bottom of the picture cut off. The other image shows the full picture. If I were to fit it to the bottom, then it cuts off the man's head. But if I could manually adjust it, I could put it exactly where it needs to be.
