Global Controls for Often Used Settings

When I open a resource in the desktop app, I almost always want it to show the locator bar, show footnotes on the page, and have columns set to auto, but when I open resources I haven't used, I have to make these changes.

It would be great if there were global options in Program Settings for these options that would set all resources at once. This would not take away the options for individual resources, so for instance, I could set globally for all works to show footnotes on the page, but then I could go into the resource settings on resource X and set it to not show footnotes, which would be remembered from that point on unless I hit the global button in Program Settings again.

I'm voting for having such global options because I actually prefer "show footnotes" to be off by default.

I would love to control which Visual Filters are on by default when I open a resource. I get very tired turning off Visual Filters.
