Ability to edit audio more

Simply looking for the ability to fine tune when specific audio starts and stops, whether that be in a pre-service/post-service audio or honestly anytime audio is presented in a slide or otherwise. Looking for an interface that not only lets you select audio tracks in all supported formats, but lets you pick and choose start and endpoints of that audio track.
For example, pre-service track is 1hr 32 minutes of royalty free guitar hymns. I really only need about 15-20 minutes, but don't always want it to start from the beginning (only option right now) as that gets old and repetitive and doesn't ever reach the later part of the track and its music. I envision a dialogue box when selecting a supported audio codec for play to give the option to start from beginning or visually selectable start and/or end. Or if I am reaching for the moon, a random option that will pick start and stop times based on desired audio length.
