Move Service Start Time to Top

On the left of Proclaim, at the top, you set the date of the service. But the start time is currently set next to the "Service" tab.
This is a problem because once you get lots of pre-service loop and warm-up items, you can't see the start time anymore. Which makes it easy for someone to overlook the start time when it needs to be changed. Because it's become hard to find, no longer visible on the left section without scrolling.
