Toggle Languages and Add Bilingual Functionality

It would be nice to toggle languages without restarting. Better yet, it would be nice to have true bilingual abilities. For instance you cannot search for Chinese factbook entries unless the language has been changed to Chinese. Likewise, you cannot search for English factbook entries while in Chinese interface. Even native speaking Chinese users would find the need to search English resources as there are so many more available.

    Please implement the ability to change the language of the software interface without having to restart the program.
