attaching notes to Bible verses

If I attach a note to a Bible verse, it puts a little yellow box in front of the verse number. However, if that verse is the first verse in a section, that note attaches to the extra Biblical text the publisher adds. If I don't allow the extra Biblical text, the note sits in the middle of the blank space between paragraphs. Why can't the note attach to the verse number like it does everywhere else?

It seems that this should be a bug report, not a feature suggestion. But, yes.

The answer lies in the sequence of the tagging that FL adds to the text to provide all the additional functionality.
