Selection Menu: Add setting to reorder buttons in text selection menu

It's uncool to always have to scroll off-screen to access regularly used buttons (e.g. 'favorite') when unused buttons (e.g. 'share') are always on screen. Different users will prefer that different buttons get priority, in the limited space available on a phone screen.
