Language and date formatting

I would like to be able to show dates in announcements in at least a day-month-year format, rather than month first. As well as time in 24h format rather than am/pm. This is unfortunately very US centric making these great features unusable in other countries.
If it was possible to include other languages as well, in bible references for example, this would be great.
