Continuing Bug L4 B5 - Visual Filters Not Sticky in Saved Layout

Description

After setting the visual filters in each tab of each pane & saving the layout, visual filter settings come back different when program is restarted.

Repro

1. Open Logos 4.
2. Open preferred layout (4 panels, each with multiple tabs)
3. Set visual filters to "Active Reference" in all tabs, all panels.
4. Save preferred layout.
5. Close Logos 4. 
6. Open Logos 4.
7. Open preferred layout.

Actual Result

Visual filters are reset to "Off" in all panels/tabs visible. Tabs of panes in other tabs are reset to "off" or to "Sympathetic Highlighting."

Expected Result

Saved settings are restored.

Comments

The reason I keep setting the filters & saving them (as I did in L3) is that I can't remember to do that every single time I open the program to my layout. IMO, I shouldn't have to remember.
