Have "Do not create note" option for markups and highlights

Add an option so the user can choose not to have a note created for a particular palette. For example, if I highlight a verse that creates a note. Then, if I underline part of the same verse, that creates another note. If I could choose "do not create note" for the Emphasis Markup pallet, I could do both things but have only one note created.
