Improve highlighting interface

The highlight tool is not something that should need an entire panel. Here are a few suggested improvements.
1.Can you consider adding a quick shortcut in the top nav as you would in OFFICE products that has a simple dropdown accessible in all tools. If a user wants it in a dedicated panel, they can choose to expand it.
2. Allow users to add a label or description to default palettes so they do not have to make a custom one. This would help users who like to have different colors for different needs remember what they assigned for each color.
3. Current dropdown menus for palettes have collapse as an option. Why do you need this when someone can just click the palette?
4. Allow users to make a palette default, either by dragging a new order or a "make default button". So if i have a custom palette (with labels), I'd want that to be default over the standard without labels.
5, The samples could also probably be condensed, or have quick edit controls
