Enable management of Panels with multiple resource Tabs in Layouts

This would entail making the Panel an object (with Tabs as child objects) that can be handled as a single unit allowing the following functions:
1. Move a Panel with multiple resource Tabs to a different location in a Layout (rather than having to move each Tab separately).
2. Copy a Panel with multiple resource Tabs from one Layout to another (instead of having to replicate the Panel configuration one Tab at a time in the other Layout).
3. Export a Panel with multiple resource Tabs as a persistent module that can be added to a new or existing layout (allowing the Panel configuration to be reused in multiple Layouts).
