Foreground Image linked to slide text and not slide order

Right now, when I add a foreground image to a slide, it stays with the slide order instead of the content, so that if I add content before, creating another slide, the foreground image does not stay with the content it is intended to stay with. I'd love to be able to link the foreground image to the content I want it to go with. Hope this makes sense.
