Resource View: Make scrolling mode a tab level setting

I would like the ability to have the scrolling view enabled on some resources (or windows) but not others. Some books I prefer not to have the scrolling view, and other resources I do. I often have multiple windows open and would prefer not to have to constantly go into setting each time to switch over. Maybe a “this window only” option?
