panels no longer saved in the URL

All my open panels used to be saved in the URL, so if I refreshed or restarted my browser, everything would still be open when I came back. But no longer; now, only the currently selected panel is in the URL, so if I refresh then all the other panels disappear. This is very frustrating; I have to re-build my layout each time I open my browser! This has been happening for a few weeks.
