Allow Std Logos Resource tags to be attached to Notes

Currently tags for notes are custom or resource filter. But the thousands of topical tags used for internal Resouce indexing are not in a list for us to use at will for Notes.

Please provide a Tiered drop-down for Tag Selection for another, which at the top level offers Editable User Tags vs Std Resource Tags, and if the latter is selected, please provide 2-3 inner levels so we can find the optimal choice quickly.
(It would “be nice” if the User tags could somehow be sorted into topical levels as well, but I consider that far less important.)
