Sermon section of Factbook limited to downloaded books?

Are the sermons deliberately limited to downloaded books or is this an error? I hope the latter.

Yes, Factbook in the desktop app uses only* local resources.
(*Except for data that are hosted exclusively online: Factbook Tags, Bookstore results, and some kinds of media in the Media section.)Like most of the rest of the desktop app, Factbook has always worked that way, to optimize for use cases in limited or no internet access.
But that's going to be changing soon.
Planned for version 41, Factbook will use online results by default, meaning you'll get the same experience as using Factbook on the web app. There will be a new program setting that allows the user to switch back to using local results, if you prefer the same desktop experience as today.
