How do I turn off this pop up notification? What is it?

I've tried the "refresh" option, but it still keeps popping up.

    It just means there's new code, and you need to refresh the browser tab to get the new code. I've found that my pen tap has to be very precise to actually get it to refresh the tab. Once I hit the exact spot for the exact length of time, it refreshes and the popup disappears.
