Some more information would probably help us diagnose. 1.) How are you getting your video feed to your TV monitors? (HDMI, NDI, etc)
2.) Is it unique to Proclaim? For example, if you are running Proclaim (to simulate resource usage) and then open a Youtube video and try to play it on the same monitor, is it choppy too? If it is still choppy, your computer's memory or graphics card may be overtaxed. 3.) Are the videos saved to your computer, or are you providing a webpage? Is Proclaim trying to sync at the same time as you are trying to play? That can cause problems, so I usually select "use on this computer only" when trying to add something at the last minute. If you can save your log files and post them here, that might be helpful too. This is mostly a peer support forum, although staff does drop in occasionally, so if you submit it instead of downloading it, we will not have access to it. There are directions here:

I'm not sure I understand why the log-in procedure needed to change and seems more time-consuming than previously. Regardless, when I have logged out of proclaim, why does the next person who opens the program have an option to "authorize" a return to my log-in?
Proclaim hangs every time I add "content". It hangs randomly from 1-10 seconds each time. The strange thing is that it does not hang when I duplicate a slide or add a Bible slide. Just the "content" slide. I am using a Macbook Pro M4 OS 15.5. I am on Proclaim 4.11.0.0158.
