We are wondering if The Passion Translation (TPT) would be in production for the Old Testament; we have The New Testament in our library but would love to have the Old Testament as well.

yes, TPT has a lot of Old Testament books out including a compilation of all the prophets (Isaiah—Malachi)
However I don’t think Logos has them in production
Old Testament content is licensed as far as I can tell, but things have stalled for reasons I cannot determine at the moment. I'll see what I can do to get them moving along again.
