I don't believe so - as far as I know they need to be deleted within Proclaim itself.
Those old presentations are not on your computer -- they're in the cloud, on the Proclaim servers. So they can only be deleted from inside Proclaim. And deleting old presentations also removes their items from the Reuse Item library, so you should think twice about deleting any presentation.
Proclaim hangs every time I add "content". It hangs randomly from 1-10 seconds each time. The strange thing is that it does not hang when I duplicate a slide or add a Bible slide. Just the "content" slide. I am using a Macbook Pro M4 OS 15.5. I am on Proclaim 4.11.0.0158.

I'm not sure I understand why the log-in procedure needed to change and seems more time-consuming than previously. Regardless, when I have logged out of proclaim, why does the next person who opens the program have an option to "authorize" a return to my log-in?
