On my IPad I can not see let alone buy resources that are not in my library.

I see and buy resources easily on my Mini-Mac.
For years Apple has charged a 30% fee on purchases within iOS apps. This is different on macOS.

I don't understand not being able to purchase books on your ipad (I assume within the mobile app)?

When I open word info cards for Greek words, the lexicon defaults to LSJ. If I change it to BDAG, which I prefer, it will stay that way for the session.
