The font size of text in any particular resource panel can be scaled using the slider in the panel's menu. However, this scaling has no effect on the size of text in footnotes in the pop-up that comes up with a footnote is clicked on; the size of that text is determined solely by Program Scaling. This is problematic because (as things are now) in order to make footnotes big enough to read, everything else has to be expanded too, resulting in tabs/headings/icons that take up too much space, crowding out precious space occupied by resource text.
Footnote/endnote pop-up text size should instead be pegged to the size of the resource panel text.
As far as I can tell, this is so obvious, there's no point in giving reasons. But here's one: footnote text is resource text, it is not program text. So the size change with changes in the resource text, not with program text.
