iPad Panels

I have a Layout with 27 Panels (or Panes) on my iPad. How do I add a panel between two existing panels?

Note that I can add panels at the end where there is a big + sign. I want to know how to add a panel between two panels.

Similarly, how can I reorder the panels?

I don't know of a way to reorder them but if you tap the tabs icon and then move to the position where you want to insert a new panel you can then tap the plus icon at the bottom right of the screen which will insert a panel in the current position (you might need to experiment a bit to ensure it goes between the exact two panels you want)
