Prioritizing: right click to change has no effect

Trying to fix some links I opted to prioritize the Pseudepigrapha of the OT.  I opened library, then Prioritize and drug POT over there. 

Interestingly it changed to Apocrypha and Pseudepigrapha which is fine. 

Up popped a dialog offering me to right-click to change.  So I right Clicked.  Nothing happens. 

What should happen?

    Don't you have the option to set advanced prioritization limits or to remove the resource?

    When you check Resource Information (from the resource tab) what does it show for Indexes?
