Even when the footnote only needs about three lines of text to display, the popups will usually only display two lines, making you have to scroll to see the third line. Hovering works fine:

Since hovering is difficult to do on a tablet pc, I'd really appreciate it if you could fix this bug. I think it happens more often on narrower displays, but his was done on a 1200x1920 (profile orientiation) monitor.
