Bug 4.2a RC1: Text Comparison windows won't move other resources in their link set

This bug also affects 4.2, and I'm summarising another thread. To reproduce:

Add a Text Comparison panel and set it to Link Set A
Add another TC panel, also at Link Set A.
Add an ESV Bible, also at link set A
Type in a new Bible reference in the first TC panel. Notice that the the other resources don't move to the new location.
Type in a new Bible reference in the ESV panel. Notice that the the other resources do move to the new location.

Text Comparison panels should behave the same as other panels.
