When adding a note to a text, the choice is presented of adding it to one of the currently open note files (or, perhaps to the last opened one if none is open). I would suggest that when no note file is open or even when one or more note files are open there be another option -- the "other" option. If one chooses the "other" option there would then be a fly-out from which it would be possible to select from any of the note files already created.
