I apparently messed up and now have the media and one item in the cart. I need to be able to remove the charges so the live button will work again. It would probably be a good idea if you could not use the features that require payment till it is ready to go live.  A lot of words just to say HELP.

Removing media from your presentation that you haven't paid for will remove the media from your cart as well. In the past I have sometimes had to restart Proclaim after removing unpurchased media before Proclaim cleared the cart, but recent updates are probably more reliable.
