What exactly is the purpose of the Service Time box?

That is correct. The Service Time is a setting you can use to display a countdown timer and a logo screen (can be changed by clicking on the "change..." link under the Preview > Logo window.
The Pre-Service Loop will begin to play at the appropriate time to ensure that the Service section starts being presented at the desired Service time.

The Presentation Start Time does in fact save your changes. Pressing enter or the arrow button will save your changes.
We are looking at ways to make this more clear in the interface.
