When doing an add video --> file --> select file --> The local file only checkbox does not appear unless you close the file upload dialog and do the process again. On the second attempt (after closing the dialog) the checkbox appears.
Are you on Windows or Mac? When the dialog is not showing the local file option do you see a preview frame?
Mac, the preview frame is there, but is blank, just the checkbox/text is missing.
Just to be sure, you're able to open and play that video on the Mac directly from Finder? What type of video file is it?

Please attach the contents of that folder to this thread after reproducing that error.
