Proclaim Software Updates

Really I have 2 separate questions:

1. A bunch of updates lately, but very little change log posting... Can yall post what is being pushed? Even if just a *bug fixes
2. Also, is there a way to push JUST the info needed for the update vs essentially a full download? I understand if there is a whole slew of changes (like a 1.6 or 2.0 level) but for new builds, seems like a waste of a bunch of bandwidth.

Unfortunately our current installer technologies do not support this.
