Unable to upload video

After several attempts at uploading a video, Proclaim keeps telling me "Error Uploading" after the upload process reaches 99%. This happens each time. Error at 99%.
I have placed the video in its own presentation and am trying to sync. The error gives me the option to retry or cancel. I have tried again, and have restarted the program, and my computer, and tried again. No luck.
The video is 67 MB, so it should be underneath the size limitation. Attached is a copy of the "Proclaim" and "ProclaimError" files found in my Proclaim logs.
