Cannot get software downloaded to start using proclaim

I have been trying to download Proclaim to test it out for our church, and am unable to get it to dowload. The window to run or save never appears. I am using windows 7 home version with the latest windows updates I have disabled my virus protection, but nothing seems to work. Help Please.
