Why on earth do they cost $399? Is this REALLY the price for ONE background?

This is the price for a subscription to Gateway Media--much much more than one background. There are free backgrounds that are included with Proclaim and you can make your own background by uploading a graphic file. I've had a lot of success recently using some copyright free graphics that I've modified from various sources on the net.
