Proclaim does rely pretty heavily on the internet for presentation collaboration. However, it is possible to create or load and cache a presentation locally and then run it with no internet.
What I would recommend you do is download Proclaim for free from the website and try it out. Create a few presentations and see how it works for you in a venue with no internet connection. The presentations will have watermarks on them, but you'll be able to test out the functionality of the app in different settings. If it is the right choice for you, you can then purchase an On Air license to remove the watermarks from your presentations.
