I keep getting the caution signs that say things aren't syncing and I can't access any of the media (ex. backgrounds).

The Logos servers were down due to a database migration in connection with the release of L5. This may have affected Proclaim as well.
Does retry help, now that they're up again?

We have been experiencing server issues this morning, which has affected syncing on Proclaim. The servers are now back up and operational again, so you should be able to see and sync your content again. Thank you for your patience.
I'm looking into this now. There may be some final issues to iron out from the server issues this morning.
