Video Upload doesn't work

I am trying to play a Mp4 video. 1280x720 24fps, a format that has worked in Proclaim before. Now it won't let me upload and sync OR play locally. 

I need to be able to play videos on Sunday. Please advise. I've tried this now about ten times.
