Hi Mark - and welcome to the forums

Logos don't currently provide apps for the window phones. Many people have asked for it (see discussions in http://community.logos.com/forums/108.aspx but there isn't anything yet)

You should be able to access most of your resources at biblia.com using your phone's browser but I appreciate this isn't the same as having a functioning app
