We are just starting to use Proclaim and the building we are in does not have WiFi internet. The question I have is this; can a WiFi network be set up without internet and still have the signals and remote control work?

The last I checked - and I don't think it has changed - you need Internet access to use signals and the remote control app.
You could do this using a portable hotspot but I would suggest you look at the costs involved.
