Proclaim 1.21.0.0380. Drag and drop not working correctly

I used to be able drag and drop slides to rearrange slide easily (regardless of what slide is being displayed), including duplicating a slide by holding Ctrl down. After the last upgrade, only displayed (highlighted with a yellow bar on left) slide can be moved. it is the same case in both edit & preview modes.

Please fix this as I rely on rearranging slides during the service a lot..

I am using Windows / Vista OS. Thanks for the quick response (and also making minor upgrades optional. I was able to skip the upgrade at church avoiding major head ache.)
