.NET framework error when downloading proclaim any suggestions?

Hello all, I am getting a .NET framework installation error when trying to download proclaim on my new computer.

Exe (C:\91c399cf691dc3d23f2c\Windows6.1-KB958488-v6001-x64.msu) failed with 0xc8000222 - (null).

Final Result: Installation failed with error code: (0xC8000222) (Elapsed time: 0 00:06:31).

Try installing the .NET Framework directly from Microsoft: http://www.microsoft.com/en-us/download/details.aspx?id=40779

If that fails, you'll need to get MS Tech Support or get in contact with a local repair technician.
