Wonky scroll bar showing up on review/ratings area of some resources some of the time

Over the past month or so I've noticed a bug on certain product description pages. A scrollable window that is too tiny to see any of the text in it shows up, so all you can see is the horizontal scroll bar and a tiny bit of the bottom of the vertical scroll arrow:

By clicking on that vertical scroll arrow I was able to see a tiny bit of the text that's inside the box, and I think it says Write a review" so I'm guessing this is a new field that's being rolled out. However it doesn't appear on most resources; most have a "ratings" section there instead:

I've seen this wonky scroll bar thingy quite a number of times but haven't kept track of what pages I've seen it on, however I did just see it here: http://www.logos.com/product/42493/chaplains-base-package (that's where screenshot above is from). However when I went back to that page again just now, it wasn't there. Instead I saw this:

"Be the first to rate this" is clickable and scrolls me down to the bottom of the page where I see this:

And now I recognize that this is what was trying to fit inside that wonky scrollable window. As I scrolled by I'd seen tiny bits of my avatar and the text "Everyone can see this" in addition to "Write a review..." in italics.

So there you have all I know about this problem. See if you can solve the mystery.

EDIT: I'm using Chrome on Win 7 in case that makes a difference.

    Maybe you can add what type of browser you were using, just in case it's specific to that:

    I can confirm that I saw this scrollbar-field yesterday in at least one resource or bundle (not the one you mentioned, Rosie) - I was running an older version of IE then, not sure if I ever encountered it on the Chrome browser I'm using just now.

    I've been able to replicate this. A case is open for this, and I've made sure this thread is in the notes. Thanks for the report.
