Is it possible to get the "copy bible verses" tool (or any other tool / window) to open in a floating window? ... so I don't have to manually float it every time I open it?
Save it as a layout. If you are trying to have it always whether or not you open a layout, I do not think this is possible.

Ctrl-Alt-B (on Windows) opens the CBV tool in a floating window
For tools in general - right-click on the tool and choose the required option
Thank Graham. Did not know of that trick. I think the OP wanted the information tool or any other to always open in a floating window whenever selected.
