I'm unable to replicate this behavior in 5.2 SR-6. I've tried it where the library panel is a drop down, tab, and floated panel and have been unsuccessful in replicating what you are documenting. On the off chance the issue is related to something in you're doing to replicate that I'm not doing when trying to, can you provide steps to reproduce the error?

Unfortunately, I can't replicate it now .... but it occurs every few days so I'll try to trap the conditions.
