How do I change the Default in Effects? Regardless of what I do, which Font I use, EVERYTHING has a OUTER GLOW set and I do not like the way it looks on the screen.

EVERYTHING has a OUTER GLOW
The formatting is based on what backgrounds you use so a default cannot be set. What you can do is create a service item, format it the way you want, give it a unique name, and then add it to future presentations using the 'Reuse Items' menu (which is located in the 'Add item' drop down menu).
