Short highlights don't appear in Notes Quotes view

This is using 6.0a Beta 2 on Windows 8.1

I have noticed that if I highlight five words or less this highlight is not shown in the Quotes view in Notes.

Six words or more do show.

(I don't know whether this is actually a word count or character count)

When this feature was introduced - https://community.logos.com/forums/t/92683.aspx - it did say:

Added Quotes view for Notes, which shows the resource content of long highlights, grouped by resource. (emphasis added)

So is this behaviour by design and, if so, is there any reason that shorter highlights can't be included?
